Training may create awareness. It rarely redesigns the work. Adoption becomes real when people understand what changes, managers reinforce it, and useful behaviour becomes part of daily decision-making.

Behaviour

Managers still reward the old way of working, so people quietly revert. Behaviour change needs permission from the top, not just a login from IT.

Impact

This is the only stage that shows up in the business. It is also the one almost no one measures — because it requires admitting the first four stages first.
